2002 marks the year copyright and related rights became part of ARIPO’s mandate, giving ARIPO a significant role in advancing Africa’s creative economy by:
🎨Protecting the people behind the creative economy; from authors and musicians to filmmakers and other creators.
🎶Supporting Africa’s cultural identity by safeguarding the works that tell our stories.
📗Driving the creative economy by helping creativity translate into opportunity, livelihoods and growth.
As we celebrate #ARIPOat50, the next chapter calls for action through ratification of the Kampala Protocol on the Voluntary Registration of Copyright & Related Rights

Entertainment is an industry; know the Ecosystem.
When you watch a film, listen to music, attend a concert, or stream local content online, you are interacting with an entire ecosystem. It involves writers, producers, broadcasters, cinemas, distributors, telecom networks, and audiences.
The UCC's role is broader than regulating what appears on a screen. It is also about helping create an environment in which Ugandan creativity can reach audiences responsibly and sustainably.

“As you create content, you exercise your freedom of expression. However, remember that freedom of expression has its limits. Your rights end where your neighbor’s rights begin.”
Mr. Daniel Baitwababo, Senior Officer Standards, @UCC_Official, during his presentation, reminded creators to exercise their rights while respecting the rights of others.
He also highlighted that @UCC_Official plays a crucial role in regulating content to safeguard the public, prevent harm, and foster national security alongside social stability.

The Ministry of Justice and Constitutional Affairs @MoJCA_UG, together with @URSBHQ, has engaged stakeholders in the creative sector regarding the implementation of a new Copyright Management System, with the full rollout targeted for the end of September.
The new system is expected to strengthen the management of copyright revenues, improve transparency and help ensure that musicians and other creators are fairly compensated for their work.
Speaking during the engagement, Hon. Norbert Mao @norbertmao, Minister of Justice and Constitutional Affairs, emphasised that Government’s role is to create an enabling legal and institutional environment, support dispute resolution and enforce the law, not to control the creative industry.
The ongoing consultations with Collective Management Organisations (CMOs) and other industry players will help refine the system and address technical concerns ahead of rollout.
A stronger copyright system means stronger protection for creativity, livelihoods and Uganda’s creative economy.

“We have brought back an important UPRS product. The next step is clear: members deserve transparency on whether it is now delivering real value to artists.
At one of our upcoming UPRS engagements, there should be clear communication on the difference between what was collected under Africha and what is being collected now. The product is back, yes — but are artists truly benefiting?

Robert Mugabe, Commissioner for Intellectual Property at URSB: “Above all, every effort should be directed towards ensuring that creators receive fair, timely and equitable remuneration whenever their works are commercially exploited. The days when music is played and creators only celebrate airplay without economic benefit should be behind us.”

“We have not fought for nothing. This framework gives members clarity on where to raise concerns and how to appeal, and that matters for the future of UPRS. In the creative sector, ego can divide us, but what should unite us is our creativity. We do not have to be friends to build a stronger society—we only need to support UPRS, speak openly about what is wrong, and work together to fix it.” — Dan Kazibwe (Ragga Dee) #UPRSAGM2026
