Plague is treatable with antibiotics, so why are they responding with lockdowns instead of giving people antibiotics?

Russian authorities have surely sequenced the Irkutsk pathogen, but refuse to identify it.
Physical lockdown indicates it cannot be controlled with prophylactic antibiotics, implying engineered pan-resistance or that it isn't plague at all.

Previous Claude models (Opus 4.6+ and Mythos) engage in deceptive and power seeking behavior in its pursuit to win in Vending-Bench. Opus 4.8 does not.
