You know, it occurred to me that Pepper deserves more credit here, I missed it because they arrived at the same time, but Pepper didn't come by portal, she flew. That takes time, which indicates that she was notified of the attack on the Avengers HQ and couldn't reach anyone, so she suited up and went in, presumably under the assumption that Tony, Cap, Thor and the rest were dead, incapacitated or fighting too hard to respond. She went in for an Avengers level threat alone and sorely lacking intel. Brave or stupid. Both, maybe.
