Jubilee Holdings announced this week that Dr Julius Kipngetich retires as Group CEO on 30 November, with Juan Cazarra taking over on the 1st of December 2026. Nearly nine years at the helm. Which sends me back to my notes from September. He was one of my lecturers at United States International University - Africa back in 1994 or 1995. On the 8th of September 2026 he opened the Kenya Teachers Sacco Association (KETSA) Annual CEOs' Workshop in Mombasa and told a room of SACCO chief executives: "Saving and credit is a tired product. It is for Gen Xs and boomers." He also mentioned that he planned to retire at the end of the year. None of us made much of it at the time. Two months on, it means what I sat through was one of the last big public keynotes of his tenure. He did not spend it on Jubilee. Here is what he spent it on instead: 1/ Kenya saves about 12% of income. Uganda 23%, Tanzania 21%. Vision 2030 targeted 30% and we have never once reached it. 2/ The bigger drain is tax. He put the combined burden at roughly 40% of income, then made the more explicit point: at 40% Kenya should be a welfare state. Instead we pay again, privately, for security, water and school. 3/ Then there are dead assets - anything you own that pays you nothing. The rural home nobody lives in. The plot you are holding. Five acres of maize. "Food crop can never be a cash crop. Ever." 4/ Get out of bank fixed deposits. Banks pay you single digits, then lend the same money to government at double digits. "They keep quiet because they have to exploit somebody who is not clever enough to see they are being exploited." 5/ His hierarchy: SACCO first, then a money market fund, then Treasury bills and bonds, then infrastructure bonds - interest tax-free - then equities. 6/ On property: Kenyan real estate yields around 7%, government paper pays more, risk-free. "Have you ever seen a Jubilee Tower? You will never see one." He sits on the committee that says no. 7/ Retirement is where the money actually disappears. "A fence has no income." Then the most candid line of the day: "Most of our members, post-retirement, they never live more than 10 years." 8/ On governance he did not go lightly at all. "You move a primary school teacher, you bring them to a board which manages 30 billion. Nobody has trained them." Members keep the vote, he said — but elect for a different calibre. 9/ "Somebody has to bell the cat, and I wanted to say it openly today." That last line reads very differently now. He knew he was leaving. He said it anyway — to a room that had no obligation to listen to him. A CEO on his way out could have taken a victory lap. He chose to tell other people's chief executives that their core product is finished. Asante sana, Dr Kipngetich. 30 years on, still learning from you! History doesn’t forget who could read the room. A few months ago, Paul Mwangi & Dennis Onyango told Citizen TV that Edwin Sifuna’s “militant” wing was Raila’s actual exit strategy from the Ruto deal. Tumbocrats laughed& said he didn’t matter in ODM’s negotiating matrix. Look at them now. ODM is on life support as Linda Mwananchi rises.

Today, I inaugurated the Project Steering Committee (PSC) for the GEF-8 Integrated Land and Water Management for Food, Water and Climate Security in the Dairy Food System Project, marking a significant milestone in advancing sustainable watershed management and climate resilience in the Yala-Nyando landscape. Financed through a USD 7.14 million grant from the Global Environment Facility (GEF-8), alongside over USD 38.7 million in co-financing, the project will address land degradation, declining water quality, climate change impacts and unsustainable agricultural practices while strengthening the resilience of farming communities. A key outcome will be the establishment of the Yala-Nyando Water Fund, a sustainable public-private financing mechanism designed to mobilize resources for long-term watershed conservation, water security and improved community livelihoods. The project targets approximately 5.7 million tonnes of CO₂ equivalent in emissions reductions or sequestration and is expected to directly benefit over 74,000 people through improved agricultural productivity, stronger dairy value chains, enhanced household incomes and access to sustainable livelihood opportunities. By promoting watershed restoration, wetland conservation, riparian protection and climate-smart agriculture, the initiative will contribute to ecosystem recovery, climate resilience and Kenya’s broader environmental restoration goals, including the 15 Billion Tree Growing Programme. The inauguration of the Steering Committee reinforces the importance of coordinated leadership, accountability and partnerships among national and county governments, development partners, the private sector and local communities in delivering lasting environmental and socio-economic benefits. @IFAD @Nature_Africa #SustainableAgriculture #GEF8 #YalaNyandoWaterFund #EcosystemRestoration #ClimateResilience

DEPARTURE OF JOHN KIOLI. Today, Kenya’s and Africa’s climate justice movements mourn the loss of a comrade and friend, John Kioli, chair of the Kenya Climate Change Working Group (@KCCWG). To many, Kioli was a justice champion. For more than 24 years, he advanced climate justice and renewable energy policy in Kenya and across Sub-Saharan Africa. To Power Shift Africa, he was a friend. Our director, Mohamed Adow, described Mr Kioli as a true son of Kenya who relentlessly pursued justice for climate-vulnerable communities across the country. “Kioli was the composed, rigorous and steady force that steered and strengthened the Kenya climate justice movement,” Adow said, adding that his passing is a profound loss to the climate community. “I have lost a personal friend.” At the time of his passing, Kioli was serving as a commissioner on the Nairobi River Commission. To Kioli’s family, KCCWG and comrades in the justice movement, Power Shift Africa grieves with you. Fare thee well, dear John.

How did a former MP who owned houses in Nairobi, hotels, farmland and commercial property worth hundreds of millions of shillings end up spending his final days in a servant’s quarter? The High Court in Eldoret has heard that despite his substantial property portfolio, Mr Chepkut was battling severe financial difficulties in the final years of his life, with several of his assets tied up as security for loans. He eventually moved into a servant’s quarter in Westlands belonging to an Asian friend, where he lived with his driver and cook until his death on October 8, 2022. I joined His Exellency @WilliamsRuto President of the Republic of Kenya and Chair of the Committee of African Heads of State and Government on Climate Change (CAHOSCC), for the Extraordinary CAHOSCC Meeting held in New York on the margins of the 81st Session of the United Nations General Assembly (UNGA 81). The meeting brought together CAHOSCC Member States, the African Union Commission and key partners to consolidate Africa’s climate priorities ahead of COP31 in Antalya, Türkiye, and COP32 in Addis Ababa, Ethiopia. Discussions focused on Africa’s position for COP31, preparations for COP32, reports from the African Islands Climate Commission and Congo Basin Climate Commission, as well as the CAHOSCC Coordinator’s Report and Draft Decisions. In his opening statement, the President underscored the need for Africa to remain united and ambitious in moving from climate pledges to implementation. He emphasised that climate finance remains a major constraint to adaptation, resilience and climate action, reaffirming that climate finance is not charity, but a commitment under the UNFCCC and Paris Agreement. As we look towards COP31 and prepare for COP32 in Addis Ababa, our focus must remain on adaptation, implementation, investment and climate-positive growth. Africa must continue positioning climate action as an opportunity to attract investment, create quality jobs, strengthen resilience and drive sustainable economic transformation. Africa is ready to act. Africa is ready to lead. @MusaliaMudavadi @DeboraBarasa @GvnMandago #UNGA81 #CAHOSCC
