The missing piece is those not in the labor force. NILFs fell more in the non-cutoff states. So, in cutoff states, employment rose and unemployment fell, while in non-cutoff states employment rose almost as much but by bringing people back into the labor force.

CA's leaders should not craft tax & fiscal policies that cater to the whims of the wealthy & corporations. We should generate revenues for much larger investments in sustaining & growing a working & middle class; a CA where everyone can afford to stay & thrive. @CalBudgetCenter

Scorecards and equity indicators are great tools for helping governments use incentives wisely in support of their economic development objectives.
With Covid triggering budget crises for local governments, there’s a greater need for them to wield incentives effectively in ways that support inclusive growth, racial equity goals, and fiscal health, @WhatWorksCities’ @LGermanTweets & @joeparilla write. brook.gs/3xLWLkR

The "surplus" is a function of challenges of forecasting revenue in a pandemic. All those revenues we now know the state is collecting, along with the federal aid from #arpa will be needed, to address the public health and economic effects of the pandemic. @CalBudgetCenter

Replying to @jasonsisney
Which is why calling it a "surplus" is questionable. We went from a '19-20 budget of $148b to a '20-21 budget of $134b (due to unknowns re: revenues), to a proposed '21-22 budget of $164b. But, the needs of Californians increased significantly the whole time. @CalBudgetCenter
