Frontex later restated 2009 detections of illegal border crossings at external sea and land borders at 104,599. A detection is a crossing, not a unique person. The same series hit 1,822,102 detections in 2015. Frontex put 2024 at just over 239,000, down 38 percent, and 2025 at almost 178,000, down another 26 percent and the lowest since 2021, less than half the 2023 total. Spain had 141,035 first-time filings, Italy 126,635, France 116,370, Germany 113,170. Venezuela led (89,455), then Afghanistan (63,830) and Syria (39,985). Syria had been the largest group every year since 2013. Read straight: the 2009 figure of 260,730 is every recorded applicant in a bloc that included Britain. The 2025 figure of 669,365 is first-time applicants only, in a bloc that does not. Even the narrower, later number is much larger. France's own recorded applicants were 47,600 in 2009. Its first-time filings alone were 116,370 in 2025. The stock of residents moved on a different line from the annual flow. INSEE counted 5.43 million immigrants in France in 2009, 8.4 percent of the population, and 3.77 million foreigners, 5.9 percent. An immigrant, in the French definition, is a person born abroad as a foreign national, including those who later became French. By 2023, the last year INSEE treats as comparable under the older census protocol, immigrants were 7.29 million, 10.7 percent. The 2024 provisional figure is 7.73 million, 11.3 percent, but INSEE warned in June 2026 that the pre-2024 series is not directly comparable with 2024 and 2025 because the census collection changed. For the EU, Eurostat reported 44.7 million people born outside the Union living in an EU country on January 1, 2024, 9.9 percent of the population. Eurostat's foreign-born series, which also counts people born in another EU country, went from about 41 million in 2010, roughly 10 percent, to 63.3 million in 2024, 14.1 percent. About 71 percent of that 2024 total was born outside the EU. That is a 2010 baseline, not 2009. Two legal facts sit between the two dates.
