The governor-elect of Texas, Gina Hinojosa, has explicitly said that all currently permitted datacenters in Texas will be allowed to finish construction. This essentially covers all of the 2027 and likely well into 2028.
She is going to pass laws that ensure that all *newly* permitted datacenters going forward for delivery in 2028/2029 will pay taxes, commit to no increase in power prices for consumers, don’t impact water availability for people, be constructed with union labor and give “Texans a seat at the table.”
Sounds reasonable. She doesn’t want to lose a lot of good blue collar jobs and property taxes for small towns in rural Texas.

Sidenote: After watching a bunch of her speeches and interviews, I do think she is a political talent and probably has a future in national politics.

すでに建設許可を取得しているデータセンターは予定通り建設可能。2027年の計画はほぼすべて、2028年の計画も相当部分が対象となる見込み
一方、2028〜2029年以降に完成する新規データセンターには、以下の条件を課す方針。
・適切な納税
・一般消費者の電気料金を上昇させない
・住民の水資源に悪影響を与えない
・労働組合に加入した労働者による建設
・州民が意思決定に参加できる仕組み
データセンター建設を全面的に規制するのではなく、既存計画は保護しつつ、新規計画に条件を設ける方針
この説明通りであれば、2027年のデータセンター建設への影響は限定的で、本格的な影響は2028〜2029年以降になると考えられます

日本たばこのロシア資産は休眠資産ではない。現に稼働する製品工場を含む4社の持分が、一時管理下に置かれた。JTIはロシアのたばこ市場で、2025年に36.9％のシェアを握っていた。
販売を担う現地法人JTIロシアは別法人で、今回の対象には含まれていない。しかし、生産拠点の支配権を失えば影響は避けられない。JTIロシアは2025年、約900億円の当期利益を計上した。
なぜ、稼働し利益を生む事業を一時管理下に置くのか。利益を横取りすることも狙いの一つだったのではないか。いわば戦費調達という側面もあると私は見る。
JTIは販売会社を残し、販売を続けるのか。それとも全面撤退するのか。難しい判断を迫られる。
