Did the ground floor bring down the building? My reading of the Eastleigh collapse video is that it did. The failure appears to begin at the ground-floor level, where the columns look relatively small and the floor is open, without the masonry walls that stiffen the upper levels. The upper building then comes down rapidly, almost as one mass. That is the signature of a possible soft-storey failure. A soft storey is a level that is substantially less stiff against sideways movement than the floors above or below it. In many buildings, masonry walls above help restrain movement. At ground floor, shops, parking or access spaces leave the frame open, so the columns alone must provide the required strength and stiffness. This is especially dangerous in high-rise buildings. During an earthquake, sideways movement concentrates at the open level while its columns are already carrying the accumulated weight of every floor above. If those columns cannot carry both the vertical loads and the lateral deformation, that one floor can fail and bring down the whole building. But there was no earthquake in Eastleigh. That makes the central question more serious: what caused the ground-floor supports to lose capacity? Were the columns underdesigned? Were they too slender? Was the reinforcement less than specified, smaller than specified, or of poor quality? Was the concrete below strength? Were construction loads, workmanship, or malice involved? The collapse looks disturbingly like a controlled demolition. The building comes down in a rapid, near-vertical and remarkably uniform manner. That resemblance will naturally make people ask: were explosives used? The video alone cannot answer that question. A rapid progressive collapse after the loss of several ground-floor columns can look much like a controlled demolition. The dust bursts from the base may simply be compressed air, pulverised masonry and debris escaping as floors collapse; they are not proof of explosives. But the possibility should be formally ruled out, not dismissed by social-media arguments. Investigators should preserve the site, inspect the surviving columns and debris for blast damage, test for residue where appropriate, examine available CCTV and phone footage, and reconstruct the failure of the ground-floor supports. If it was a structural failure, the evidence will show it. If foul play was involved, that too must be established by evidence. Of course, material quality cannot be treated as a side issue. Recently, I tested reinforcing bars from one of Uganda’s leading steel manufacturers. The bars split in a manner I had never seen before. I rejected them. Company representatives came to my site and threatened me. I insisted that steel from their factory would not be accepted until they explained the failure. They later told me the bars had come from a batch of poor-quality billets supplied to them, but that the billets had already been used up. I asked whether they would recall the bars made from that batch. I was told they could not. The bad billets may have been finished at the factory, but the bars were already in the market and inside projects. That experience does not prove what happened in Eastleigh. It shows why quality control is a cost only pennywise and pound-foolish builders avoid. The designer designs for a specified grade of steel and concrete. The standards bodies must protect the public by ensuring that what is sold in the market is tested, traceable and up to standard. Independent testing, batch tracking, factory surveillance and enforceable recalls are not luxuries. A building does not stand on an approved drawing. It stands on the actual bars, concrete and workmanship hidden inside its columns.

Well put @OfwonoOpondo. Abduction and torture have no place in a civilized world.
"Two weeks ago, a young woman called Aloikin Praise was lured into a @PoliceUg station and subsequently arrested. As soon as she was there, some people came and identified themselves as coming from CMI. Is this now the way to apprehend suspects? Lure them into a police station and the military come and arrest you?"~Ofwono Opondo, MP for older persons (Eastern region) on the continued abduction and torture of citizens by security operatives.

The new curriculum is breath of fresh air into our education system. Kudos to @Educ_SportsUg @NCDCUg @UNEB_UG
UCE History Paper 1 that was done this week. Y’all this new curriculum is not a joke. It’s no longer about causes and effects of Indian Ocean trade or Causes and effects of Bantu migration. My nephew is cooked, this paper was not that simple😅

This is to thank @mkainerugaba in a special way for his guidance at every stage during the negotiations with countries that have ebola related travel advisories in place. Our thanks go to those countries that have lifted travel advisories which include United Arab Emirates, India, Mauritius and Thailand. We continue to actively talk to countries that still maintain travel advisories to consider lifting them.

Good work afande. Small edit, thanks should be directed first to the tax payer.
Comrade Bagala. My colleagues and I, are grateful to Mzee @KagutaMuseveni for the support on that project.

This is quite disappointing. I thought you still had some #Ubuntu (humanity) in you. Enforced disappearance and / or torture should never be a laughing matter even if it involves people you don't like.
Am informed that he's now learning Dhopadhola😁 under a tree-shade somewhere within Uganda.

Here’s our statement demanding for the immediate release of Matthew Bagonza. Ugandans must unite in defence of human rights and end this impunity. We cannot go back to the dark days. Nedda!

Mzee @KagutaMuseveni , the cadres of the FRONASA/NRA are very happy with the Ideological missile you have just fired from your Pen launcher in Nakasero . The feeling is Triumphant for us. You addressed our virtues on Torture. It should set us apart from the regimes that we fought. Thank you sir. Apart from Nuwagaba Stephen, there is a disturbing clip that emerged a few days ago, of a visibly tortured/maimed man , Sam Mugumya, a Ugandan from Rukungiri , who disappeared last year. It’s making us NRA / @NRMOnline look bad , may his holders produce him in the courts of law if he has a case to answer - it’s justice. You may not have known about it. Thank you sir.

Get well soon the freedom fighter Dr Hon Kizza Besigye. You managed illness among the NRA fighters but also the communities around. As the outside wing we smuggled drugs from Nairobi. I remember putting drugs in a clean petrol tanker. Get well soon our hero. @Winnie_Byanyima

Time will tell.

This is what is expected of any government that values it's citizens. Nothing out of the ordinary.
"The Government came to our rescue without asking us to pay even a single rand. All that was required was a passport, but even those who did not have one were still assisted. Once you registered, you became part of the evacuation process. Today, we are safely back home in Uganda, and we are truly grateful for the support and commitment shown by our Government."— Billy Katumba Kasodde #HopeReturned #OpenGovUg

Without timelines, this is empty rhetoric.
Greetings Comrades. Today’s events were deeply unfortunate. We extend our sincere concern to all those affected. Uganda Railways Corporation is actively implementing interventions to address the risks at high-risk level crossings, and procurement is already in the advanced stages. THE INTERVENTIONS Automated barrier systems will be installed at railway level crossings in Kampala, Wakiso, and Mukono. The barriers will include Boom Gates, Warning Lights, and Audible Alarms, and will close whenever a train approaches. In the meantime, additional manpower will be deployed at all level crossings as an immediate safety measure. Working with the Ministry of Works and Transport, humps will also be constructed on highway approaches to selected Level Crossings to reduce vehicle speed.
