LIVE | Stakeholders from government, Parliament, civil society and the economic research sector are debating Zimbabweโs approach to Resource-Backed Loans (RBLs) at the Zimcodd and Friedrich-Ebert-Stiftung Zimbabwe breakfast meeting in Harare.
Janet Zhou, Executive Director of AFRODAD, questioned whether Zimbabwe needs more resource-backed loans when the country is already in debt distress, limiting its borrowing and negotiating power. She called for greater focus on value addition rather than exporting raw minerals to generate more revenue from natural resources.
Mrs Tinarwo, Office of the President and Cabinet, stressed the need for careful consideration before entering into these agreements, given their high costs and long-term implications.
Dr T. Zivengwa of Nexus Economic Research and Advocacy (NERA) challenged stakeholders to ask whether these loans constitute good debt or place future generations at risk. He also raised concerns about illicit financial flows, low royalty contributions, tax holidays for private mining companies and the limited public benefits from Zimbabweโs mineral wealth.
Dr Ronald Chipaike of the Centre for Natural Resource Governance (CNRG) highlighted the burden borne by mining-affected communities, who often face environmental degradation, displacement and limited benefits despite living alongside valuable natural resources.
Hon. Madzivanyika, Member of Parliament, emphasised the need to strengthen Parliamentโs capacity to scrutinise complex loan agreements, calling for greater transparency and accountability in public borrowing.

Last week, ZIMCODD participated in the Intermediate Tax Justice Academy hosted by the @(TJNA), a valuable learning opportunity that brought together civil society actors and journalists from across Africa.
The training covered key issues including global tax architecture, illicit financial flows, corporate tax avoidance, domestic resource mobilisation, extractive sector taxation, health taxes, tax transparency and accountability, tax incentives, transfer pricing, international tax cooperation, budget tracking, advocacy for tax justice, and the link between taxation, public finance, and debt sustainability.
A key takeaway for ZIMCODD is that strengthening domestic resource mobilisation and promoting fair tax systems are critical to reducing revenue leakages, limiting dependence on debt, and ensuring governments have the resources needed to deliver quality public services and drive sustainable development.
The knowledge gained will strengthen our work in advancing transparency, accountability, debt justice, public finance reforms, and the responsible governance of Zimbabweโs natural resources.

Turns out, thatโs exactly how national debt management works. Borrow now, let the future generation figure out the bill.

During the Economic Debates Series Breakfast Meeting, @ZIMCODD1 Executive Director @jmaketo stressed the need for a people-centred monetary policy framework that responds to the lived realities of ordinary citizens.
While macroeconomic indicators may point to stabilisation, high interest rates, exchange-rate pressures and structural dollarisation continue to burden small-scale farmers, informal traders and low-income households. Farmers remain constrained by limited access to affordable seasonal finance, fair payment systems and agricultural inputs.
ZIMCODD maintains that monetary stability must go beyond inflation and exchange-rate management. It must translate into improved livelihoods, productive borrowing, food sovereignty and inclusive economic participation for all.
