Voorts blijf ik van mening dat je als overheid prima legitiem en legaal kunt sturen op open normen #maatwerk, met een ondergrens aan kwaliteit en een bovengrens aan geld. De essentie van de civiele rechtsstaat is daarop gebaseerd #OpenNormen
