जब बात Community Dogs की आती है, तो सिर्फ कॉलोनी में एक “फीडिंग ज़ोन” बना देना समस्या का समाधान नहीं है - यह बात कई वैज्ञानिक अध्ययनों से भी साबित होती है।
साइंस के अनुसार, कुत्ते territorial animals होते हैं और उनका व्यवहार “home range” और “resource availability” पर निर्भर करता है। अगर भोजन सिर्फ एक जगह केंद्रित कर दिया जाए, ग्राउंड पर सबसे पहली दिक्कत यही होती है कि कुत्ते एक ही जगह आकर खाते ही नहीं।
क्योंकि:
🔶 वो अपने territory से बाहर जाने में hesitant होते हैं
🔶 दूसरे dogs के area में जाने पर fights हो सकती हैं
👉 इसलिए सिर्फ एक feeding zone बनाकर ये expect करना कि सारे dogs वहीं आ जाएंगे practically और scientifically दोनों ही गलत है।
अगर किसी तरह मजबूरी में उन्हें एक जगह खाने के लिए लेकर आ ही गये तो वहां कुत्तों की भीड़ बढ़ती है, जिससे aggression, mating competition और conflicts बढ़ सकते है
इसे ecology में resource clustering effect कहा जाता है।
इसके अलावा, carrying capacity के सिद्धांत के अनुसार किसी क्षेत्र में जानवरों की संख्या उपलब्ध संसाधनों (जैसे खाना, पानी, shelter) के हिसाब से संतुलित रहती है। अगर एक जगह पर ज्यादा खाना दिया जाएगा, तो उस इलाके की population artificial तरीके से बढ़ सकती है, जिससे दूसरी समस्याएं (noise, fights, sanitation issues) पैदा होती हैं।
इसी तरह, Animal Birth Control (ABC) Programme के guidelines भी बताते हैं कि उन्हें जहां से ले जाकर स्टेरलाइजेशन किया जाता है वापस वही छोड़ना है
👉 इसलिए ज़मीनी हकीकत समझकर ही फैसला लेना ज़रूरी है।
एक ही feeding zone बनाना समाधान नहीं है बल्कि sterilization + vaccination + community awareness का combination है।
feeders, residents और authorities को मिलकर balanced approach अपनानी होगी, ताकि इंसान और जानवर दोनों सुरक्षित और शांतिपूर्ण तरीके से रह सकें। 😊🙏
और इनके नसबंदी की जिम्मेदारी आपके शहर के नगर निगम और पशु कल्याण संस्थाओं यानी कि NGOS की होती है यह आम नागरिकों की भी जिम्मेदारी है और आपको भी इसमें सहभागिता दिखानी चाहिए शिकायत करने के बजाय आप इसमें सहयोग कीजिए अगर आप इनकी जनसंख्या से किसी तरह परेशान भी है तो ➡️ जो असली जिम्मेदार हैं यानी कि निगम के भ्रष्ट कर्मचारियों और अधिकारी और भ्रष्ट NGOS उनसे सवाल पूछे ना कि एक आम इंसान से जो दया वश इनको भूख प्यास से बचाने के लिए खाना खिला रहा है ‼️

भारत सरकार जानवरों पर होने वाले प्रयोगों के नियमों में बदलाव करने जा रही है, इसका ड्राफ्ट जारी किया गया है और 5 नवंबर तक जनता से राय मांगी गई है. इस ड्राफ्ट में कई बातें हैरान करने वाली हैं. अब तक हमारे देश में जानवरों पर कॉस्मैटिक टेस्टिंग बैन है, लेकिन नए नियमों के मुताबिक इसकी इजाजत मिल सकती है.
अब तक जानवरों पर लैब ट्रायल्स के लिए कड़े नियम हैं, सरकार से परमीशन लेनी पड़ती है, लेकिन अब एक्सपेरिमेंट्स के लिए सिर्फ उन्हीं मामलों में सरकारी परमीशन की जरूरत होगी, जिनमें ट्रायल के दौरान एनीमल को असहनीय दर्द होता हो या जानवरों की जिंदगी खतरे में हो. पशुप्रेमियों ने इसका विरोध किया है. PETA India ने सरकार से ये प्रस्ताव वापस लेने की मांग की है. उनका कहना है कि अगर ये कानून लागू हुआ तो पशुओं पर क्रूरता बढ़ेगी, जंगली जानवर भी सुरक्षित नहीं रहेंगे, नए नियमों में खामियों का फायदा बड़ी कंपनियां उठाएंगी.
PETA India की इस मुहिम का समर्थन करते हुए मेनका गांधी ने कहा कि जब दुनिया के बड़े देश अपने यहां पशुओं की लैब टेस्टिंग पर बैन लगा चुके हैं, तब भारत में इस तरह की छूट देना कहां तक उचित है.
एक बात तो साफ़ है कि animal testing के नियमों में बदलाव पशुओं पर क्रूरता को बढ़ावा देगा, बेज़ुबान जानवरों को experiments के लिए और ज़्यादा आसानी से उपलब्ध करा देगा. जब Ethics Panel को जानवरों पर किए जाने वाले experiments के approval की authority मिल जाएगी तो कोई रोकने वाला नहीं होगा. जानवरों को भी दर्द होता है, उन्हें भी डर लगता है. सिर्फ़ वो अपनी तकलीफ़ कह नहीं पाते.
Procedures के लिए खरगोश, चूहे, बंदर और dogs को labs में जिस तरह छोटे पिंजरों में बंद करके रखा जाता है, उन्हें बार-बार सुइयां चुभोई जाती हैं, ये सरासर ज़ुल्म है. इन मासूमों से उनकी consent नहीं ली जा सकती इसलिए उन पर जुल्म होता है.
होना तो ये चाहिए कि testing में पशुओं का इस्तेमाल कम से कम हो, जानवरों की पीड़ा कम हो, जहां तक संभव हो animal testing के स्थान पर non animal testing अपनाई जाए, लेकिन नए नियमों से इसका उल्टा होगा.
एक डर ये भी है कि जिन देशों में animal testing मुश्किल है, महंगी है, वो भारत की labs को animal testing के लिए इस्तेमाल करेंगे. ये बहुत ही ख़तरनाक है. इसलिए हम सबको इन नए नियमों के ख़िलाफ़ अपनी आपत्ति दर्ज करानी चाहिए. पांच नवंबर की जो deadline है, उससे पहले विरोध ज़ाहिर करने के लिए एक QR code है, इसे स्कैन करके आप सभी अपनी आपत्तियां दर्ज कर सकते हैं.

India’s proposed overhaul of animal-testing rules could allow more experiments to be approved without central oversight and expand circumstances in which wild, stray and protected animals can be used in research.
The changes “can undermine credibility of scientific research and weaken the ethical safeguards” governing animal experiments, warns @humaneworldorg.

The government wants to weaken the rules on animal experiments in India. You have until 5 November to object.
CCSEA has published draft rules that would replace the protections lab animals have had since 1998. If they go through:
Labs could source animals from open markets, and stray animals could be used under exemptions.
Labs would approve most of their own experiments, including on dogs and primates.
The duty to rehabilitate animals after experiments would go.
The requirement to use anaesthesia would go, and painful procedures such as electric shock and prolonged isolation are listed as permissible.
Many of these changes go against the Prevention of Cruelty to Animals Act itself.
