Security Council Joint Pledgers on Climate, Peace and Security – Haiti October 2026 🎙️Media Stakeout We, the Security Council signatories of the Joint Pledges on Climate, Peace, and Security – Colombia, Denmark, France, Latvia, Liberia, Panama, the United Kingdom and my own country, Greece – take this opportunity, ahead of the Security Council meeting on the UN Integrated Office in Haiti (BINUH), to reaffirm our collective call to address the country’s interlinked climate change, peace and security challenges. Haiti’s crisis shows that climate, peace and security are inseparable: natural resources management, climate shocks, environmental degradation, on one hand, and gang violence, on the other, are reinforcing each other and deepening displacement, hunger, and instability. Highly vulnerable to disasters with 96% of its population facing exposure to climate-related risks such as hurricanes, coastal erosion, and rising temperatures, Haiti illustrates the CPS nexus at its most acute, compounded by its exposure to other natural hazards, including earthquakes. Against this backdrop, we highlight four key messages: First, robust governance and oversight of natural resources are essential. Illicit exploitation is weakening state authority and depriving Haiti of revenues and public funds. We note the importance of strengthening domestic regulatory frameworks, including through relevant international instruments such as the Convention on International Trade in Endangered Species of Wild Fauna and Flor (CITES), to promote sustainable resource management and strengthen resilience and governance. Second, climate vulnerability is not a background issue in Haiti; it is part of the conflict environment. Deteriorating economic conditions, environmental degradation and land-use issues have eroded local coping capacities, while flooding, drought, and landslides intensify displacement and social tensions, especially where state presence is weak. This makes climate adaptation a conflict prevention tool, not just a development issue. Third, gang violence is directly undermining climate resilience and state recovery. As of today, gang violence had displaced almost 1.5 million people, while an estimated 70% of Port-au-Prince is under gang control. BINUH, UNSOH & the GSF should be aligned around disaster risk reduction, climate adaption, civilian protection, humanitarian access, and stabilization of key corridors so that climate shocks do not trigger further displacement and local conflict. Finally, Haiti needs a joined-up CPS response built around prevention, resilience and sustainable development. Climate-security challenges must be linked to livelihoods, social cohesion, and prevention; not treated as separate tracks. The Haiti Climate Security Group, created in 2022, is a useful platform for integrating climate-risk analysis into peacebuilding and political engagement, and should be linked more closely to Council attention and field-level planning. Further, we welcome Haiti’s recent efforts to strengthen environmental governance, ecological rehabilitation and climate finance following April’s round table with UN entities and other partners. The response should prioritize watershed management, climate-smart agriculture and climate-resilient livelihoods and infrastructures, support for host communities and displaced people in high-risk areas, as well as mobilizing the necessary resources for the implementation of these efforts. Consequently, we recommend: sustained Council engagement on CPS in Haiti; predictable support to BINUH, UNSOH & the GSF; targeted investments in climate resilience, natural resources management, displacement-sensitive protection, and conflict prevention led by Haitians themselves. 🇨🇴 🇩🇰 🇫🇷 🇱🇻 🇱🇷 🇵🇦 🇬🇧 🇬🇷
