DEPUTY IGG CALLS ON PUBLIC SERVICE COMMISSION TO UPHOLD MERIT AND INTEGRITY IN RECRUITMENT The Deputy Inspector General of Government, @AnneTwino has urged newly appointed members of Uganda Public Service Commission (PSC) to uphold integrity, fairness and merit in recruitment and promotion, warning that tribalism, nepotism and bribery undermine public confidence in government institutions. “Tribalism and nepotism in our country are cheap and must stop,” @AnneTwino said, calling on the PSC to ensure that public service positions are awarded to competent and deserving candidates rather than through personal connections or favouritism. She made the remarks on Tuesday, while addressing members of the PSC during their induction training at Lake Victoria Serena Resort Hotel, Kigo. Her presentation focused on Corruption Risks in Recruitment, Promotion, Bribery, and Conflicts of Interest: Implications for the Efficacy of the Appointing Authority. @AnneTwino congratulated the members on their appointments and reminded them of the responsibility entrusted to them to shape a competent, professional and accountable public service. She emphasised that the credibility of the Commission would depend on its ability to make impartial, transparent and evidence-based decisions, even in the face of pressure or personal interests. “Get us brilliant minds in the service,” she urged, underscoring the need to recruit and promote public officers on merit to strengthen institutional performance and improve service delivery. She cautioned that corruption in recruitment can take various forms, including bribery, nepotism, influence peddling, manipulation of job specifications, alteration of interview scores, forgery of documents and interference in selection processes. Such practices, she said, displace qualified candidates, lower staff morale, expose appointing authorities to grievances and reputational damage, and erode public trust in government. The Deputy IGG called on the PSC to strengthen safeguards throughout the recruitment and promotion process. These include publishing and consistently applying approved selection criteria, keeping complete and accurate records, verifying candidates’ qualifications, requiring disclosure of conflicts of interest and ensuring that any changes to recruitment procedures are properly justified and documented. She further emphasised the importance of handling integrity-related information fairly, giving affected candidates an opportunity to respond, and ensuring that complaints are addressed promptly and impartially. She noted that transparency and proper documentation would enable the Commission to explain and defend its decisions when challenged. “The Inspectorate of Government is here to support you. We are going to share and coordinate with you as much as possible,” she said, encouraging continued cooperation between the two institutions in strengthening integrity and accountability in public administration. @AnneTwino concluded that the public would judge the Commission not merely by its stated commitment to integrity, but by the fairness and credibility of the decisions experienced by applicants, public officers and citizens. #ExposeCorruption

IGG URGES NEW PUBLIC SERVICE COMMISSION MEMBERS TO UPHOLD ETHICS AND INTEGRITY The Inspector General of Government (IGG), Lady Justice Naluzze Aisha Batala, has urged newly appointed members of the Public Service Commission (PSC) to uphold the highest standards of ethics, integrity and professionalism in the execution of their constitutional mandate. The IGG made the call while delivering a presentation on _Ethics and Integrity, Handling Gifts, Lobbying and Confidential Information in Public Office_ during the Commission’s weeklong induction programme at Serena Kigo on Tuesday, 20 October 2026. The induction, held under the theme “Strengthening Constitutional Leadership, Integrity and Excellence in Uganda’s Public Service Commission,” aims to equip the newly appointed commissioners with the knowledge, skills, ethical grounding and institutional understanding required to discharge their mandate independently, impartially, professionally and accountably, in accordance with the Constitution and applicable laws. Welcoming the IGG, the Secretary to the PSC, Dr. Godfrey Mbabazi, said she was the right person to address the inductees on ethics and integrity, given the importance of these principles in the execution of public duties. In her presentation, the IGG emphasised that ethics and integrity are essential foundations of credible public service, noting that ethics provide the standards that guide right and wrong behaviour, while integrity is demonstrated through consistently doing what is right, even when faced with pressure, temptation or personal disadvantage. She highlighted key ethical values that should guide the commissioners in carrying out their responsibilities, including honesty, accountability, transparency, impartiality, professionalism, confidentiality, respect, justice and fairness. Lady Justice Naluzze urged the commissioners to treat all citizens fairly and equally, avoid favouritism, respect colleagues and the public, and ensure that official decisions are guided by established procedures rather than personal interests or external influence. On the handling of gifts, the IGG warned the inductees against soliciting or accepting gifts, favours or hospitality that could compromise their impartiality or create an obligation to favour the giver. She advised the commissioners to declare gifts received in their official capacity, keep proper records and decline or report gifts that could constitute attempted bribery. Gifts offered in exchange for a service, contract, favour or official decision, she emphasised, should be rejected and reported through the appropriate channels. The IGG also stressed the importance of protecting confidential official information, warning against the unauthorised disclosure or use of sensitive information for personal gain or to give particular individuals an unfair advantage. She reminded the commissioners that public officers are custodians of official information and must only disclose it through authorised channels. She further underscored the importance of leading by example, observing that ethical conduct and integrity are not separate from institutional performance but are necessary conditions for credible service delivery and public trust. “Public offices are meant to be exercised in the public interest, not for personal gain or the benefit of particular individuals,” the IGG emphasised. Lady Justice Naluzze wished the commissioners a successful term of office, urging them to uphold ethical standards and follow lawful processes in making decisions that affect individuals, public institutions and the credibility of Uganda’s public service. She also reminded them to ensure that they submit their declaration of income, assets and liabilities by 16th January 2027 as required by the Leadership Code Act Cap 33. President @KagutaMuseveni appointed the new nine-member Public Service Commission, which was sworn in on 16th October, 2026. #ExposeCorruption

IGG URGES MUBENDE DLG AND MUNICIPALITY TO STRENGTHEN INTERNAL CONTROLS AGAINST CORRUPTION The Inspector General of Government, Lady Justice Naluzze Aisha Batala, has urged district and municipal council leaders in Mubende to strengthen internal controls and risk assessment mechanisms to prevent corruption and promote accountability in local government operations. The IGG made the call while addressing local government leaders on the final leg of her regional tour of Hoima, Fort Portal and Mubende. She emphasised the need for strict compliance with accountability requirements in the management of public funds and procurement processes. She called on Mubende local governments to work closely with the Inspectorate of Government’s Kampala Regional Office to strengthen oversight of the Parish Development Model (PDM) and ensure that public resources are used for their intended purposes. She revealed that the Inspectorate of Government is investigating delays in the completion of the Mityana–Mubende Road by the contractor. On human resource management, the IGG cautioned against irregular recruitment practices, particularly the alleged selling of jobs by District Service Commissions. She welcomed the appointment of a new Public Service Commission by H.E President @KagutaMuseveni, noting its role in supervising District Service Commissions. She also urged local government authorities to responsibly manage government facilities, equipment and vehicles, emphasising that public assets must be used exclusively for official purposes. The IGG called on public officers to cooperate with the Inspectorate of Government in conducting lawful investigations. She further encouraged local governments to strengthen their internal complaint-handling mechanisms and resolve matters within their mandates before referring them to the Inspectorate, citing victimisation as one of the concerns that may require appropriate intervention. She emphasised that transparency, accountability and anti-corruption (TAAC) measures should be integrated into the day-to-day operations of local governments to improve service delivery and public trust. The Vice Chairperson of Mubende district, Mr. Moses Kagambagye, expressed concern over politicians who lose elections and subsequently discredit government programmes, particularly through the media and at public events. The Deputy Resident District Commissioner, Mr. Birungi Abubaker, commended the Inspectorate of Government for promoting good governance, accountability and the rule of law in public service. He observed that this was the first time an Inspector General of Government had visited Mubende during his tenure as Deputy RDC. The Deputy Inspector General of Government (DIGG), Mrs. @AnneTwino , commended the Inspector General of Police (IGP), @igp_ug1, for his strong leadership, responsiveness and the reforms introduced in the Force, including improvements in staff welfare that are already yielding positive results. @AnneTwino urged officers to enforce the law humanely, noting that the police are the most frequent point of contact between citizens and government. “Justice should be felt, not feared,” she said. The DIGG explained the distinction between the IG’s ombudsman and anti-corruption mandates, describing the ombudsman as a mediator between government and citizens, as well as between public officers in dispute. She highlighted complaints received by the @IGGUganda involving police officers, including alleged unlawful arrests, as well as administrative grievances such as delayed salaries and pensions. He reaffirmed @PoliceUg commitment to strengthening collaboration with the @IGGUganda and proposed designating a focal person to coordinate communication on investigations and anti-corruption matters.
