Siaran Pers Prabowo Subianto Digugat Karena Enggan Menetapkan Banjir Sumatera Sebagai Bencana Nasional Dua Ahli Bongkar Kewajiban Hukum dan HAM Pemerintah atas Banjir Sumatera Jakarta, 15 Oktober 2026 - Warga Sumatera menggugat Presiden Prabowo Subianto karena enggan menetapkan bencana banjir Sumatera tahun 2025 sebagai Bencana Nasional. Gugatan ini diwakili oleh tim kuasa hukum dari Tim Advokasi Keadilan untuk Sumatera dengan nomor perkara 167/G/LH/2026 di PTUN Jakarta. Pada 15 Oktober, agenda sidang lanjutan Gugatan Warga Negara (Citizen Lawsuit / CLS) adalah mendengar keterangan ahli dari pihak penggugat yakni Richo Andi Wibowo S.H., LL.M., Ph.D. dan Prof. Dr. R. Herlambang Perdana Wiratraman, S.H., M.A. Richo Andi Wibowo dalam keterangannya di hadapan Majelis Hakim menegaskan bahwa sikap Pemerintah Pusat/Presiden RI yang tidak kunjung menetapkan banjir Sumatera sebagai bencana nasional adalah bentuk perbuatan melawan hukum berupa pengabaian. Herlambang P. Wiratraman dalam keterangannya menempatkan penanganan bencana dalam kerangka HAM. Dalam pandangannya, setiap orang memiliki hak untuk memperoleh perlindungan dari bencana, menerima bantuan secara adil, dan berpartisipasi dalam perencanaan keselamatan serta pemulihan masyarakat.
