مشروع قانون أميركي جديد بشأن لبنان يكشف عن مقاربة جديدة في الكونغرس للملفّ اللبناني. في وقت سابق من هذا الشهر، قدّم عضوا مجلس الشيوخ الأميركي جين شاهين وجيمس لانكفورد، مشروع قانون جديد مشترك بين الحزبين الديمقراطي والجمهوري بشأن لبنان، هو: "قانون العقوبات والاستقرار والدعم للبنان". وفق قراءة لدوغلاس كريستنسن من معهد TIMEP، فإن مشروع القانون الجديد لا يتوجّه فقط إلى ضبط مسألة "حزب الله" ومن يعرقلون نزع سلاحه، بل أيضاً إلى من يعرقلون مسار الإصلاح المصرفي. المشروع يربط جزءاً من المساعدات الأمنية وإعادة الإعمار بتقدّم الدولة في مسألة حصرية السلاح. في مقابلة مع "درج" يشرح كريستنسن أن المقاربة لا تتوقّف عند الجانب العسكري، فالمشروع يدعو إلى دعم خدمات الدولة كبديل عن شبكات "حزب الله" الاجتماعية، ويتابع أيضاً مسار العلاقة مع إسرائيل ويركّز على معرقلي مسار الإصلاح.
