Turns out, this 'Bhimayan', a Sanskrit biography of Ambedkar authored by Prabha Shankar Joshi, is included in the BA Sanskrit syllabus of several universities because it is recommended by the UGC.
Here are the screenshots of the UGC document "Proposed Under Graduate Courses for Sanskrit (Hon.) under CBCS", which is the UGC’s official proposed/model syllabus for the B.A. (Honours) Sanskrit programme under the Choice Based Credit System (CBCS).
This Bhimayan is currently being taught in several prominent universities including Delhi University, IGNOU, and Visva-Bharati.
Can someone please tell me why this Bhimayanam is a part of the syllabus at Delhi University, IGNOU, Visvabharati and several other universities?

At Karnataka Sanskrit University, Bhimambedkarashatakam, consisting of 40 Sanskrit verses, is being taught in the Shastri First Year/BA 1st Year curriculum under the Dvaita Vedanta section.
Even Christ University and other universities in Karnataka are reportedly teaching Bhimayana in their BA and MA curricula.
What is going on with the education system?
