Dysfunction of #SouthSudan is no longer just about war. Wars can always be mediated and ended. But end war today and we would still live in misery if the causes of that war, grand theft, gutting of institutions, deprivation of youth and thirst for justice, are not addressed.

1) Unworkable agreement is not in fact working.
2) West is skeptical of deal but will not explore alternatives.
3) IGAD moving to designate Thomas Cirillo as a spoiler for not joining agreement that is not working & West acquiesces.
To put it bluntly: this #SouthSudan peace deal isn’t being implemented. It is not delayed; it has simply stopped moving.
