The project was entirely financed by president Abdoulaye Wade, the concept also was by Wade. The architect & designer was Pierre Goudiaby Atepa, and it also involved collaboration with Senegalese artisan Ousmane Sow.
It came from Senegalese pockets (sparked outrage), with the idea in mind to have something like the Tour Eiffel or Statue of liberty, and boost tourism. It costed 12B FCFA (27M USD)
