Under pressure from Miller, the Treasury Department ordered financial institutions in two Minnesota counties to report all international transactions exceeding $3,000. Some Treasury officials raised concerns that the sweeping requirement could violate constitutional protections against overly broad searches. The Washington Sun also reports that Miller maintained a direct line to the official leading the Justice Department's new fraud division. One senior administration official said the official was “basically doing Miller's bidding.” Even some Trump administration officials questioned Miller's intense focus on Minnesota's Somalis rather than fraud nationwide. A source close to the White House described his campaign as “like a passion project for him.” The administration's crackdown brought thousands of federal agents into Minnesota and sparked widespread protests. Federal agents shot and killed two U.S. citizens, Renée Good and Alex Pretti, during Operation Metro Surge in Minnesota.
