There's no objective way to assign responsibility, so the best course of action is to do whatever will reduce future risk. Which is a question everyone should have an answer to. That answer will depend on who you are.

There's also a macro vs micro consideration. How can one generally reduce the likelihood, but also how can one reduce the likelihood of it happening locally. I for one wouldn't offload agency entirely to someone else.

The issue with "killing all pedophiles" is then the only way to know if someone is a pedophile is if they do a pedophilic action. If you get them to seek therapy you can get them to not do the action in the first place.
