Sanctions were meant to be a common instrument. As of today, they are a bargaining chip. EU ambassadors extended sanctions on nearly 3000 listed individuals and entities for 36 months instead of the usual six. That part was long awaited. The price was the delisting of Alisher Usmanov and Mikhail Fridman, demanded first by Slovakia, then France, then Luxembourg. There were "reasons" - national interest, arbitration claims. None of them have anything to do with Ukraine or European security. The worst of it is that there was no case for delisting. Both men challenged their listings in court and both lost. The evidence held. The procedure worked. And now they come off the list anyway, because one or two capitals had national interests to service. There is no better gift to Moscow's core argument: that EU sanctions are arbitrary punishment requiring no justification, applied and lifted at political convenience. We spent years proving the opposite. We disproved ourselves this afternoon. Latvia held the line longest and apparently we held it alone. In the end we abstained, after Paris offered closer air defence cooperation and potential access to its nuclear umbrella. Read that again. An objection on sanctions policy was settled with a bilateral security offer. However good the offer, this is not how a common foreign and defence policy works. Nobody wrote prisoner release into the decision. Everybody knows that is what it buys. Authoritarian regimes now have a tested method: detain European citizens, pressure the relevant capital, and the EU's Russia policy becomes negotiable. Kremlin drew the conclusion within hours, backing Paris and Luxembourg and demanding relief for all Russian businessmen and all Russian citizens. Pandora's box, once opened, does not close on request. The three-year cycle is the one sound element here. Six-month renewals invited blackmail, hostage to shifting political moods and election results. Nothing prevents the rest from acting. Latvia will impose national sanctions on Usmanov and Fridman. The other 23 can do the same tomorrow. The question is whether they will.
The European Union has agreed to remove Uzbek-Russian oligarch Alisher Usmanov from its sanctions list after fraught negotiations that saw France link his delisting to a prisoner release with Azerbaijan, unsettling Brussels. euronews.com/my-europe/2026/…

The decision to delist Usmanov and Fridman is disgraceful, cowardly and completely unacceptable. But let’s be crystal clear about where political responsibility lies: with the Member States in the Council, not the Commission. Under the EU treaties (such rules that must change!), the High Representative proposes sanctions, working with the Commission on their economic aspects. But restrictive measures can only be adopted unanimously by the Council. This unanimity rule makes the EU fragile and weak. We need a politically strong, sovereign Europe: one that is more than the sum of its Member States. Let us be angry and outraged but, above all, let us work for a stronger, more sovereign EU so that such shameful episodes never happen again!

China wins strategically again. The statement of the @realDonaldTrump on his inability to get any progress from Putin is a sign of weakness and low agency. The statement by Wang Yi that they won't let Russia lose is the sign of the lack of agency from both - the US and Russia.

69 𝕏TRA MINUTES: UKRAINE AID—REAL HELP OR ACCOUNTING ILLUSION? Americans are told Ukraine is bleeding them dry. But according to @JPLindsley, reporting from Kharkiv just 30 miles from Russia, the numbers tell a different story—one no one in Washington wants to explain. Allegedly, only a sliver of the so-called “$100B+” in Ukraine aid was ever spent on actual weapons for Ukraine. Most of it? Supposedly, old gear from U.S. warehouses—given a price by the Biden White House itself. And allegedly the biggest chunk—$45B—wasn’t aid at all, but Pentagon stock replenishment. Is Ukraine rebuilding while Washington launders defense spending? Or is this just good accounting disguised as bad headlines? You decide.

As Russia continues to devolve into a hybrid of 1990's gangsterism and prison culture, Putin's grasp on power is weakening not only due to a rapidly vanishing military but tensions among ethnic groups angling for power. This week, Chechens attempted an armed takeover of one of Russia's largest companies, WildBerries, the "Amazon" of Russia, resulting in two deaths. But fearing Kadyrov's retribution, and despite public outrage, Putin subsequently let the Chechens off with mere slaps on the wrist. Putin's weakness will not be lost on the Chechens or lost on the Russian people that are largely demanding "justice". To throw more gas on the fire, the two men killed in the attempted raid were of Ingush ethnicity, another nation denied agency by Moscow and a group that already has their own long standing tensions with Chechens. Here's how their martyred bodies were recieved this morning upon arrival at the Magas Airport in Ingushetia - national heros. Slowly and surely all the foundations for civil war in Russia are creeping over the horizon.

NEW: ISW has published a list and interactive map (links below) of known military and paramilitary objects to illustrate the extent to which US restrictions on Ukraine’s use of ATACMS constrain Ukraine’s ability to strike important military infrastructure in Russia. 🧵(1/3)
NEW: Ukrainian long-range strikes against Russian military targets within Russia’s rear are crucial for degrading Russian military capabilities throughout the theater, and the lifting of restrictions on Ukraine's use of Western-provided weapons would allow Ukrainian forces to strike a wide range of significant targets undergirding Russia’s war effort. 🧵(1/8) An unnamed senior Biden administration national security official reportedly stated that Ukrainian strikes with Western-provided weapons against targets within Russia would not be effective because the Russian military has redeployed military aircraft from Russian airbases near Ukraine — but this assessment ignores how Russian forces are leveraging sanctuary space in deep rear areas within Russia for a wide array of infrastructure besides airfields to support military operations against Ukraine.
