अग्निपथ योजना में बड़ा बदलाव? क्या भारतीय सेना में सैनिक भर्ती हो रहे हैं या संविदा पर मजदूर रखे जा रहे हैं?
सेना कोई प्रयोगशाला नहीं है, जहां बार-बार नीतियां बदलकर जवानों के भविष्य को अनिश्चितता में डाल दिया जाए। सैनिक का सम्मान केवल उसकी वर्दी तक सीमित नहीं होना चाहिए, बल्कि उसके भविष्य, परिवार, रोजगार और आत्मसम्मान की सुरक्षा भी उतनी ही महत्वपूर्ण है।
अभी सूत्रों के हवाले से जो खबरें सामने आ रही हैं, उनके अनुसार अग्निपथ योजना में बड़े बदलाव की चर्चा है। बताया जा रहा है कि योजना के तहत 25% अग्निवीरों को स्थायी किया जाएगा, जबकि शेष 75% में से मेडिकल कैटेगरी वाले अभ्यर्थियों को बाहर किया जाएगा। इसके बाद शेष SHAPE-1 श्रेणी के अग्निवीरों को दो वर्ष के प्रोबेशन पीरियड पर रखा जा सकता है। इस दौरान वे अग्निवीर, वायु-अग्निवीर और जल-अग्निवीर के रूप में ही रहेंगे। उनकी शपथ परेड नहीं होगी। फिर एक बोर्ड गठित किया जाएगा, जिसके माध्यम से दोबारा मेडिकल कैटेगरी वाले अभ्यर्थियों को छांटा जाएगा। इसके बाद बचे हुए युवाओं को सैनिक का दर्जा दिए जाने की बात सामने आ रही है।
यदि ये खबरें सही हैं, तो सवाल उठना लाजिमी है कि आखिर सेना में भर्ती की जा रही है या संविदा पर कर्मचारी रखे जा रहे हैं?
देश के युवा सेना में नौकरी करने मात्र नहीं, बल्कि देश की सेवा करने, वर्दी पहनने और भारत माता के लिए अपना सर्वस्व समर्पित करने का सपना लेकर आते हैं। उनके भीतर देशभक्ति का जुनून और भारतीय सेना के प्रति सम्मान होता है, तभी वे ऐसी अनिश्चितताओं के बावजूद इस व्यवस्था को स्वीकार करते हैं। लेकिन क्या उनके भविष्य के साथ इस तरह बार-बार प्रयोग करना उचित है?
खैर, सरकार और नीति बनाने वाले अधिकारियों से मेरे कुछ सीधे सवाल हैं:
1. मेडिकल कैटेगरी में बाहर किए जाने वाले अग्निवीरों की जिम्मेदारी कौन लेगा?
यदि कोई अग्निवीर सेना में सेवा के दौरान सैन्य गतिविधियों, प्रशिक्षण या ड्यूटी के कारण मेडिकल कैटेगरी में आता है, तो उसके भविष्य और आर्थिक सुरक्षा की जिम्मेदारी किसकी होगी? और यदि कोई अभ्यर्थी भर्ती के समय से ही मेडिकल मानकों पर खरा नहीं उतरता था, तो उसे भर्ती प्रक्रिया में शामिल किसने किया? क्या भर्ती प्रक्रिया और मेडिकल जांच की जिम्मेदारी तय नहीं होनी चाहिए?
2. राज्य सरकारों द्वारा आरक्षित रिक्तियों का क्या होगा?
अग्निपथ योजना के अंतर्गत पूर्व अग्निवीरों के लिए राज्य सरकारों ने जिन पदों पर आरक्षण या प्राथमिकता का प्रावधान किया था, उन पदों का लाभ उन युवाओं को कब और कैसे मिलेगा? जो युवा वर्षों से इन भर्तियों की तैयारी कर रहे हैं, उनके भविष्य को लेकर सरकार की स्पष्ट नीति क्या है? क्या उन्हें इन अवसरों का लाभ मिलेगा या वे भी केवल घोषणाओं के भरोसे रहेंगे?
3. ऐसी योजना केवल सेना पर ही क्यों लागू की गई?
देश में केंद्र और राज्य सरकारों के तमाम विभाग हैं, जहां भ्रष्टाचार, कामकाज में लापरवाही और जवाबदेही की कमी की शिकायतें लगातार सामने आती हैं। यदि सरकार को लगता है कि निश्चित अवधि की सेवा और प्रदर्शन आधारित व्यवस्था से सुधार हो सकता है, तो ऐसी व्यवस्था अन्य सरकारी विभागों में भी लागू करने पर विचार क्यों नहीं किया जाता?
क्या जवाबदेही और सुधार की शुरुआत केवल सेना से ही होनी चाहिए? क्या सरकारी व्यवस्था में बैठे अधिकारियों और बाबुओं की कार्यप्रणाली की समीक्षा नहीं होनी चाहिए?
आखिर कब समझेंगे नीति बनाने वाले अधिकारी युवाओं और सैनिकों का दर्द?
बाबू साहब, नीतियां बनाने से पहले कभी अपनी गिरेबान में भी झांककर देखिए। देश की सुरक्षा का दायित्व उठाने वाले सैनिकों के भविष्य के साथ खिलवाड़ नहीं, न्याय होना चाहिए।

Seventy-nine years ago, Indian forces landed in Srinagar, marking the beginning of a tragic chapter in the history of Jammu and Kashmir, one that continues to cast its long shadow over the region to this day. Since then, the people of Jammu and Kashmir have been denied the realization of their inalienable right to self-determination, as affirmed in the relevant United Nations Security Council resolutions.
The people of Indian Illegally Occupied Jammu and Kashmir (IIOJK) have endured immense hardship, suffering and repression. Yet their courage, resilience and unwavering resolve to secure their fundamental rights remain undiminished. The sacrifices of successive generations stand as a powerful testament to their enduring commitment to freedom, dignity and justice.
India has continued its efforts to suppress legitimate political expression and silence the voices that represent the aspirations of the Kashmiri people. The prolonged incarceration of Kashmiri political leaders, activists and human rights defenders remains deeply concerning. It underscores the need for due process, respect for basic liberties, and greater international attention to the situation in Jammu and Kashmir.
Since 5 August 2019, India has taken a series of unilateral measures in IIOJK, accompanied by sweeping restrictions on fundamental freedoms. These measures, affecting the political, legal and demographic character of the territory, have drawn serious international attention. Pakistan has consistently called for these developments to be addressed in accordance with international law and the applicable United Nations Security Council resolutions.
Pakistan's position on Jammu and Kashmir remains clear, consistent and principled. Lasting peace and stability in South Asia cannot be achieved without a just and peaceful resolution of the Jammu and Kashmir dispute, in accordance with the relevant United Nations Security Council resolutions and the aspirations of the Kashmiri people.
On this solemn occasion, I pay tribute to the countless Kashmiri men, women and children who have offered immense sacrifices in pursuit of their rights. Their memory will always be honoured. The aspirations of the Kashmiri people cannot be extinguished through coercion or repression.
On this Jammu & Kashmir Black Day, the Government and people of Pakistan reaffirm their unwavering solidarity with the people of IIOJK. Pakistan will continue to extend its moral, diplomatic and political support to the Kashmiri people, and to advocate for their legitimate rights at every national and international forum.

🚨| Shehbaz Sharif, Your Kashmir History Starts Five Days Too Late
Pakistan PM Shehbaz Sharif says a “long night” fell over Jammu & Kashmir when Indian troops landed in Srinagar on 27 October 1947.
There is one problem.
His history begins five days too late.
📍 22 October 1947: Tribal forces crossed into J&K from Pakistan and advanced towards Srinagar.
The invasion ravaged towns along the route. Contemporary reporting from Baramulla documented looting, killings and sexual violence by the raiders. Even Sheikh Abdullah later told the UN that the invading tribesmen had massacred Kashmiris — including Muslims.
📍 26 October: Maharaja Hari Singh signed the Instrument of Accession to India and sought military assistance.
📍 27 October: India accepted the accession and airlifted troops into Srinagar.
So no, Shehbaz.
The Indian Army did not arrive and start the invasion.
It arrived because the invasion was already heading towards Srinagar.
⚔️ And Pakistan’s role was hardly invisible
Pakistan long portrayed the assault as a spontaneous tribal uprising.
Yet Pakistani Army officer Major-General Akbar Khan later wrote about the operation in Raiders in Kashmir, while Indian military accounts identify the invasion plan as Operation Gulmarg.
Major Onkar Singh Kalkat also later described encountering a secret invasion plan before the assault began.
The precise archival provenance of the “Gulmarg” papers remains debated.
The invasion from Pakistan does not.

The first major demilitarisation requirement was for Pakistan to secure the withdrawal of tribesmen and Pakistani nationals who had entered J&K to fight, and prevent further material support.
Only after that was India expected to progressively reduce its own forces before conditions for a plebiscite could be created.
Pakistan loves quoting the plebiscite.
It is rather quieter about Step One.
🧠 And Islamabad preaching “Kashmiri self-determination” is rich
Human Rights Watch documented how Pakistan-administered Kashmir has operated under heavy political control from Islamabad, including constitutional restrictions against political activity challenging accession to Pakistan.
When Kashmiris in Poonch rebelled against Pakistan-administered authorities in 1955, Pakistan deployed the Punjab Constabulary and Army’s 12th Division. Pakistan’s own Express Tribune later described villages being burnt, people killed and prisoners subjected to harsh treatment.
And for all Islamabad’s chest-thumping about preserving “Kashmiri identity”, Kashmiri itself is today spoken by only a small minority in Pakistan-administered Kashmir, where Pahari is overwhelmingly dominant.
Pakistan demands self-determination across the LoC.
On its own side, dissent has repeatedly met central control, security crackdowns and political restrictions.

You cannot erase the first two dates and then lecture everyone about the third.

It arrived with armed raiders — and has spent 79 years trying to rewrite what happened next.
