ALT Office for Budget Responsibility 10 October 2024 Welfare trends report – October 2024 3.31 ...work entry rates of UC claimants...have remained stable since UC was rolled out for most new working-age benefit claims from December 2018. Approx. 2% of the less severe incapacity group moved into work each month in the year before the pandemic, compared to 2% per cent in 2022-23. The equivalent figures for the more severe incapacity group also changed little, from 1.2% in 2019-20 to 1% in 2022-23. Work entry rates fell to 1.4 & 0.9 per cent for more & less severe cases respectively during 2020-21 at the height of the labour market disruptions caused by the pandemic 4.4 In terms of off-flows, only reassessments appear to have substantially changed caseload trends, particularly in the early 2010s. There is inconclusive evidence in relation to the effects on off-flows of employment programmes for incapacity benefits claimants. https://obr.uk/wtr/welfare-trends-report-october-2024/#3-3

![Of the remaining 1,084,282 (36%) who were not in receipt of DL PIP [in Nov 2024], a recent DWP FOI revealed that 584,000 of them had tried and failed to qualify for DL PIP by November 2024 [footnote 5]. This means that out of all the 'Health Element' cohort who attempted to qualify for DL PIP (2,524,853) 23% failed (584,000). However, we don't know the qualification failure rate for the other 500,282 'Health Element' claimants who have never attempted to qualify for DL PIP, so the true failure rate could be even higher than 23%. ALT Timms Review of Personal Independence Payment: Terms of Reference Pub. 30 Oct 2025 We have also outlined future plans to remove the Work Capability Assessment (WCA)...the PIP assessment will become the single gateway for health-related & disability benefits...Against this backdrop it is critical that the public & most importantly disabled people themselves, can trust in the fairness & fitness of PIP. The Govt is committed to making sure the system is sustainable & so the work of the Review will operate within the Office for Budget Responsibility's (OBR) projections for future PIP expenditure, to ensure it is there to support generations to come https://www.gov.uk/government/publications/timms-review-of-pip-terms-of-reference/timms-review-of-personal-independence-payment-terms-of-reference
